After American independence, the town/city was incorporated by the State of New Jersey on December 21, 1784.

Burlington was originally the governmental center of county of Burlington County but in 1796, as the populace had been increasing to the east away from the Delaware River, the governmental center of county was moved to Mount Holly Township, a more central location. Burlington was established on part of that territory by English pioneer (primarily Quakers) in 1677, and served as the capital of the province until 1702, when West Jersey and East Jersey were combined into a single Crown Colony. Burlington takes its name (including the county name) from the English east-coast town of Bridlington, of which Burlington was a district.

Mary's, remains the earliest church in Burlington and New Jersey.

The Burlington Library is the earliest continuously operating library in New Jersey and the nation's seventh earliest. The elder Lawrence served in the State Assembly, as Mayor of Burlington, New Jersey in 1769, and as a member of the Provincial Council from 1771 to 1775.

Burlington borders Burlington Township in Burlington County and both Bristol and Bristol Township athwart the Delaware River in Pennsylvania. The Burlington-Bristol Bridge crosses the Delaware River, connecting Burlington to Bristol. The City of Burlington is governed inside the Faulkner Act (formally known as the Optional Municipal Charter Law) under the Mayor-Council form of municipal government (Plan 4), implemented based on the recommendations of a Charter Study Commission as of January 1, 1992. The governing body consists of a mayor and a seven-member Common Council, all propel on a partisan basis in a vote held as part of the November general election. The Mayor serves a four-year term of office.

Burlington City is positioned in the 3rd Congressional District and is part of New Jersey's 7th state legislative district. Prior to the 2010 Census, Burlington City had been part of the 4th Congressional District, a change made by the New Jersey Redistricting Commission that took effect in January 2013, based on the results of the November 2012 general elections. The City of Burlington Public School District serves students in pre-Kindergarten through twelfth grade.

The precinct is one of 31 former Abbott districts statewide, which are now referred to as "SDA Districts" based on the requirement for the state to cover all costs for school building and renovation projects in these districts under the oversight of the New Jersey Schools Development Authority. As of the 2013-14 school year, the district's five schools had an enrollment of 1,735 students and 171.1 classroom teachers (on an FTE basis), for a student teacher ratio of 10.1:1. The district's high school serves as a receiving school for students in undertaking nine through twelve from Edgewater Park Township, as part of a sending/receiving relationship with the Edgewater Park School District. Students from Burlington City, and from all of Burlington County, are eligible to attend the Burlington County Institute of Technology, a countywide enhance school precinct that serves the vocational and technical education needs of students at the high school and post-secondary level at its campuses in Medford and Westampton Township. As of May 2010, the town/city had a total of 42.76 miles (68.82 km) of roadways, of which 35.71 miles (57.47 km) were maintained by the municipality, 4.36 miles (7.02 km) by Burlington County, 2.30 miles (3.70 km) by the New Jersey Department of Transportation, and 0.39 miles (0.63 km) by the Burlington County Bridge Commission. The Burlington-Bristol Bridge crosses the Delaware River, connecting Burlington to Bristol Township, Pennsylvania, and is directed by the Burlington County Bridge Commission.
