Ventnor City was incorporated as a town/city by an act of the New Jersey Legislature on March 17, 1903, from portions of Egg Harbor Township. Bartram Richards, the wife of the secretary-treasurer of the Camden and Atlantic Land Company, suggested the name "Ventnor" for the region then being advanced by the business south of Atlantic City, having recently visited the seashore resort in England on the Isle of Wight with the same name.

The town/city was formally incorporated by the New Jersey Legislature on March 17, 1903. Chapter 51 of the laws and Sessions of the State of New Jersey provided the beginning to Ventnor City stating, "Be it enacted by the Senate and General Assembly of New Jersey that all part or portion of the County of Atlantic, formerly a part of Egg Harbor Township, situated on Absecon Beach, lying between the Westwardly limit of Atlantic City and the Eastwardly limit of South Atlantic City, the Atlantic Ocean on the south as far as the jurisdiction of the State extends, and to the center of Beach Thoroughfare on the North, be, and is hereby constituted as a City of this State, and all of the inhabitants of the State residing inside the limits aforesaid be and they are hereby ordained, constituted and declared to be from time to time forever hereafter one body politic and corporate, in fact and in name, by the name, Ventnor City.

The town/city is positioned on 8.1-mile (13.0 km) long Absecon Island, along with Atlantic City to the northeast, and Margate City and Longport on the southwest. As of 2016, the members of the Ventnor City Board of Commissioners are Mayor Beth Holtzman (Commissioner of Revenue and Finance), Tim Kriebel (Commissioner of Public Affairs and Public Safety) and Lance B.

Ventnor City is positioned in the 2nd Congressional District and is part of New Jersey's 2nd state legislative district. New Jersey's Second Congressional District is represented by Frank Lo - Biondo (R, Ventnor City). New Jersey is represented in the United States Senate by Cory Booker (D, Newark, term ends 2021) and Bob Menendez (D, Paramus, 2019).

The Lieutenant Governor of New Jersey is Kim Guadagno (R, Monmouth Beach). As of 2015, Atlantic County's Executive is Republican Dennis Levinson, whose term of office ends December 31, 2015. Members of the Board of Chosen Freeholders are Chairman Frank D.

The Ventnor City School District serves enhance school students in pre-kindergarten through eighth grade.

As of the 2011-12 school year, the district's two schools had an enrollment of 905 students and 76.5 classroom teachers (on an FTE basis), for a student teacher ratio of 11.83:1. Schools in the precinct (with 2011-12 enrollment data from the National Center for Education Statistics) are Ventnor Elementary School with 501 students in grades Pre - K-5 and Ventnor Middle School with 404 students in grades 6-8. The two are directed as separate schools but are positioned in a single, large building known as the Ventnor Educational Community Complex (VECC).

Public school students in ninth through twelfth grades, along with those from Brigantine, Longport and Margate City, attend Atlantic City High School in neighboring Atlantic City, as part of a sending/receiving relationship with the Atlantic City School District that has existed since 1920. As of the 2013-14 school year, the school had an enrollment of 2,005 students and 196.0 classroom teachers (on an FTE basis), for a student teacher ratio of 10.2:1. The Ventnor precinct has considered options for an alternative high school sending relationship. Students from Ventnor City, and all of Atlantic County, have the option to attend the longterm position technical programs and full-time longterm position academies offered by the Atlantic County Institute of Technology positioned in the Mays Landing section of Hamilton Township or the Charter-Tech High School for the Performing Arts, positioned in Somers Point. The school had directed for three years following the consolidation of Blessed Sacrament School of Margate City and Ventnor's St.
